Exporting seafood products to China is a complicated and long process. According to Chinese laws and regulations, seafood products can be exported to China only after a protocol is signed with the government of the exporting country. The list of countries with active protocols for seafood is available at: http://43.248.49.223/. Exporters from countries without an active protocol, cannot export to China. Furthermore, while the procedure to access the Chinese market can be initiated, it may take several years to complete. If there is a protocol in place, each individual production establishment must also register on GACC’s CIFER platform, following the procedure for the so-called “high-risk products”, i.e. through recommendation from competent authorities in the country/region where they are located (see FAQ “What is the GACC/CIFER registration required for all food producers?”). In short, the production establishment contacts its national competent authority, which in turn verifies the establishment’s compliance with China’s food safety requirements, and release a username and password to login on GACC’s CIFER platform. The establishment will then complete the registration on the platform by submitting all the relevant documentation and information required. The registration application process for seafood products has been optimized. Specifically, adjustments have been made to the ‘to be registered in China/additional products’ module: it is no longer necessary to fill in fields such as ‘registered product category,’ ‘HS code/CIQ code,’ ‘English name,’ ‘Latin scientific name,’ ‘registered product raw material type,’ ‘processing method,’ and ‘production and processing capacity (tons/year)’ etc. However, enterprises wishing to export aquatic products to China must ensure that their products are included in the Products Catalogue from Approved or Traditional Trading Countries or Regions http://43.248.49.223/
Once applied for registration, GACC will then conduct a substantive technical review, including document examination, video checking, on-site reviewing, or a combination of these. If the assessment and examination results are positive, GACC will issue the registration number and notify the competent authority in the country where the establishment is based. The whole registration process is relatively complicated and long.
