The outcome of the November 2024 elections has brought about many questions on the strategic approaches the Trump 2.0 administration will take on global trends and challenges. The question of whether the US will continue to support Ukraine and maintain its current Taiwan policy, the potential for a tariff-centred American trade policy, and the threat of the US retrenching on the climate front, are all decisions that will have far-reaching implications across the world. Meanwhile, the EU – which has undergone its own election and leadership transition process – and China have also been assessing their own strategies for dealing with a second Trump term. From an industry perspective, European and US industry players are also carefully monitoring the dynamics among these three actors in order to identify and address risks to their operations, investments and supply chains.
The EU SME Centre and the European Chamber are pleased to invite stakeholders to join our next Policy Meeting, where Joerg Wuttke, Partner at DGA-Albright-Stonebridge Group, and Noah Fraser, Senior Vice President of China Operations for the US-China Business Council, will discuss the potential dynamics between the EU, the US and China and their implications for the European and American business community in China. The meeting will take place on Friday 13 December from 9:00 to 10:30 AM at the Four Seasons Hotel in Liangmaqiao, Beijing.

Joerg Wuttke
Partner at DGA-Albright Stonebridge Group
Joerg (Jörg) Wuttke is Partner at DGA-Albright Stonebridge Group. He brings over 25 years’ experience as a senior executive working in the China market and Europe-China trade and investment corridor. Prior to joining the firm, Mr. Wuttke served as the Chief Representative of BASF in China, based in Beijing, where he was responsible for guiding the company’s investment strategies for China, negotiating large projects, and leading government relations. Before BASF, Mr. Wuttke worked with ABB, a multinational power and automation technologies company, for 11 years on the development and financing of large projects in China, Southeast Asia, Africa, and Russia. In 1993, he became Chief Representative for ABB China in Shanghai and in 1994 moved to the President’s Office of ABB China, where he was responsible for the development and financing of large-scale industrial projects.
Mr. Wuttke was President of the EU Chamber of Commerce in China from 2007 to 2010, 2014 to 2017, and 2019 to 2023. From 2001 to 2004, he was the Chairman of the German Chamber of Commerce in China. From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris-based body of major business associations that advocates with the OECD. From 2013 to 2016, and again from 2019 to 2023 Mr. Wuttke was Vice Chairman of the China Petroleum and Chemical Industry Federation, International Cooperation Committee, a group representing Multinational Companies in China.
Among other professional distinctions, Mr. Wuttke has been awarded the Order of Leopold II by King Albert II of Belgium, Chevalier de la Légion d’Honneur by President Macron of France, the Order of Italian Star from the President Mattarella of Italy, and the Order of Merit of the Federal Republic of Germany (Verdienstorden) by President Steinmeier of Germany. Mr. Wuttke serves on the Robert Bosch Internationale Beteiligungen AG Verwaltungsrat Supervisory Board and is a Member of Mercator Institute for China Studies (MERICS) and the International Board of the Stars Foundation.
Mr. Wuttke earned his bachelor’s degree from DHBW Mannheim and studied Chinese in Shanghai and Taipei. He is based in Washington, D.C.
Noah Fraser
Senior Vice President of China Operations for the US-China Business Council
Noah has over 15 years of progressive international career growth across multiple industries, including government & corporate affairs, marketing & communications, manufacturing, education, and life sciences. His depth of experience includes the public, private, and non-profit sectors, and he is professionally fluent in Mandarin Chinese and French. He has spent over 10 years working and studying in China and Hong Kong.
He is currently Senior Vice President of China Operations for the US-China Business Council, based in Beijing. Founded in 1973, the US-China Business Council (USCBC) is a private, nonpartisan, non-profit association of more than 270 American companies that do business with China. The membership includes some of the largest and most iconic American brands, in addition to professional services firms and small- and medium-sized enterprises.
Noah previously served as the Managing Director & Chief China Representative at the Canada China Business Council, the de-facto chamber of commerce between Canada and China, with over 40 years of history and 300 corporate members across both markets. In the private sector, he most recently acted as the Director of Marketing & Business Development at Rapid Aid Corp., the world’s leading designer and manufacturer of temperature-therapy medical devices. In close collaboration with the CEO, he oversaw all global marketing, sales & communications activities, and drove international strategy, with a focus on Greater China, the EU, and the United States.
Noah holds an Honours Bachelor of Social Sciences in International Development & Globalization and a minor in Business Administration from the University of Ottawa, partially completed at the Chinese University of Hong Kong, and a certificate in Mandarin Chinese from Nanjing Normal University. He is currently completing a Masters of Laws (LLM) in International Commercial Law and Practice at the University of Edinburgh. Noah is also an active volunteer, serving on the Advisory Board of the Canada China Forum and as a mentor with the Carnegie-Tsinghua Center for Global Policy.
