The outcome of the November 2024 elections has brought about many questions on the strategic approaches the Trump 2.0 administration will take on global trends and challenges. The question of whether the US will continue to support Ukraine and maintain its current Taiwan policy, the potential for a tariff-centred American trade policy, and the threat of the US retrenching on the climate front, are all decisions that will have far-reaching implications across the world. Meanwhile, the EU – which has undergone its own election and leadership transition process – and China have also been assessing their own strategies for dealing with a second Trump term. From an industry perspective, European and US industry players are also carefully monitoring the dynamics among these three actors in order to identify and address risks to their operations, investments and supply chains.  

The EU SME Centre and the European Chamber are pleased to invite stakeholders to join our next Policy Meeting, where Joerg Wuttke, Partner at DGA-Albright-Stonebridge Group, Noah Fraser, Senior Vice President of China Operations for the US-China Business Council, and Mabel Lu Miao, Co-founder and Secretary-General of the Center for China and Globalization (CCG) will discuss the potential dynamics between the EU, the US and China and their implications for the European and American business community in China. The meeting will take place on Friday 13 December from 9:00 to 10:30 AM at the Four Seasons Hotel in Liangmaqiao, Beijing.

This is a closed meeting open to consortium partners’ management and relevant stakeholders of EU SME Centre Phase IV including European embassies, consulates, EU-funded projects and secretariat/board members from European chambers or business associations only. Joerg Wuttke
Partner at DGA-Albright Stonebridge Group

Joerg (Jörg) Wuttke is Partner at DGA-Albright Stonebridge Group. He brings over 25 years’ experience as a senior executive working in the China market and Europe-China trade and investment corridor. Prior to joining the firm, Mr. Wuttke served as the Chief Representative of BASF in China, based in Beijing, where he was responsible for guiding the company’s investment strategies for China, negotiating large projects, and leading government relations.  Before BASF, Mr. Wuttke worked with ABB, a multinational power and automation technologies company, for 11 years on the development and financing of large projects in China, Southeast Asia, Africa, and Russia. In 1993, he became Chief Representative for ABB China in Shanghai and in 1994 moved to the President’s Office of ABB China, where he was responsible for the development and financing of large-scale industrial projects.

Mr. Wuttke was President of the EU Chamber of Commerce in China from 2007 to 2010, 2014 to 2017, and 2019 to 2023. From 2001 to 2004, he was the Chairman of the German Chamber of Commerce in China. From 2011 to 2019, Mr. Wuttke was Chairman of the BIAC China Task Force of the Business and Industry Advisory Committee to the OECD (BIAC), a Paris-based body of major business associations that advocates with the OECD. From 2013 to 2016, and again from 2019 to 2023 Mr. Wuttke was Vice Chairman of the China Petroleum and Chemical Industry Federation, International Cooperation Committee, a group representing Multinational Companies in China.

Among other professional distinctions, Mr. Wuttke has been awarded the Order of Leopold II by King Albert II of Belgium, Chevalier de la Légion d’Honneur by President Macron of France, the Order of Italian Star from the President Mattarella of Italy, and the Order of Merit of the Federal Republic of Germany (Verdienstorden) by President Steinmeier of Germany. Mr. Wuttke serves on the Robert Bosch Internationale Beteiligungen AG Verwaltungsrat Supervisory Board and is a Member of Mercator Institute for China Studies (MERICS) and the International Board of the Stars Foundation.

Mr. Wuttke earned his bachelor’s degree from DHBW Mannheim and studied Chinese in Shanghai and Taipei. He is based in Washington, D.C.

Noah Fraser
Senior Vice President of China Operations for the US-China Business Council

Noah  has over 15 years of progressive international career growth across multiple industries, including government & corporate affairs, marketing & communications, manufacturing, education, and life sciences. His depth of experience includes the public, private, and non-profit sectors, and he is professionally fluent in Mandarin Chinese and French. He has spent over 10 years working and studying in China and Hong Kong.

He is currently Senior Vice President of China Operations for the US-China Business Council, based in Beijing. Founded in 1973, the US-China Business Council (USCBC) is a private, nonpartisan, non-profit association of more than 270 American companies that do business with China. The membership includes some of the largest and most iconic American brands, in addition to professional services firms and small- and medium-sized enterprises.

Noah previously served as the Managing Director & Chief China Representative at the Canada China Business Council, the de-facto chamber of commerce between Canada and China, with over 40 years of history and 300 corporate members across both markets. In the private sector, he most recently acted as the Director of Marketing & Business Development at Rapid Aid Corp., the world’s leading designer and manufacturer of temperature-therapy medical devices. In close collaboration with the CEO, he oversaw all global marketing, sales & communications activities, and drove international strategy, with a focus on Greater China, the EU, and the United States.

Noah holds an Honours Bachelor of Social Sciences in International Development & Globalization and a minor in Business Administration from the University of Ottawa, partially completed at the Chinese University of Hong Kong, and a certificate in Mandarin Chinese from Nanjing Normal University. He is currently completing a Masters of Laws (LLM) in International Commercial Law and Practice at the University of Edinburgh. Noah is also an active volunteer, serving on the Advisory Board of the Canada China Forum and as a mentor with the Carnegie-Tsinghua Center for Global Policy.

Mabel Lu Miao
Co-founder and Secretary-General, Center for China and Globalization (CCG)

Dr. Mabel Lu MIAO is the Co-founder and Secretary-General of the Center for China and Globalization (CCG), a leading Chinese non-government think tank ranking in 64th place globally in the authoritative 2020 Global Go To Think Tank Index(GGTTI) released by the University of Pennsylvania and the only think tank in China granted “Special Consultative Status” at the United Nations Economic and Social Council (ECOSOC); Over the years under the leadership of Dr. Miao, CCG has gained wide international recognition and grown into a significant think tank with global impact that promotes China’s globalization process. CCG is the only non-governmental think tank with the qualification for independent establishment of post-doctoral research workstations issued by government.

Dr. MIAO also serves as Founder and Secretary General of Global Young Leaders Dialogue (GYLD) program, Deputy Director General of the Alliance of Global Talent Organizations (AGTO), Secretary General of China Global Talent Society, Secretary General of Policy Advisory Committee of Western Returned Scholars Association (WRSA) and Deputy Director-General of the International Writing Center of Beijing Normal University.

Dr. MIAO is an experienced public speaker, having delivered keynote speeches, participated and moderated numerous panels at home and abroad. In 2016, she was met by the King of Belgium at his palace as one of seven representatives of young global leaders from Northeast Asia, has been invited to speak at Doha Forum in 2018 and 2019 and at Paris Peace Forum for four consecutive years. In 2020, she was selected as Young Leader for Munich Security Conference (MSC) from China. In 2021, as the only Chinese participant, she posted the first question to United Nations Secretary-General António Guterres at the Munich Security Conference Special Edition 2021; at the same year she was also appointed as Co-Chairman of Think20 (G20 Summit 2021 Think Tank) Task Force 8. Youth representatives of GYLD (Global Young Leaders Dialogue) program received a reply from President Xi Jinping in August.

With China and Globalization, globalization of enterprises, global migration, talents mobility, overseas Chinese, think tank etc. as her major field of study, she has participated in a number of research projects entrusted by national ministries and local government departments and published monographs, edited volumes, and journal articles in both Chinese and English including: The Globalization of Chinese Enterprises Trends and Characteristics (2020), Handbook on China and Globalization (2019), China’s Domestic and International Migration Development (Springer 2019), International Migration of China: Status, Policy and Social Responses to the Globalization of Migration (Springer 2018), State Immigration Administration: Building a Competitive Immigration System for China (2018), China Goes Global: The Impact of Chinese Overseas Investment on Transforming Business Enterprises (2016) and Blue Book of Talent series: Annual Report of the Development of Chinese Returnees, Annual Report on Chinese International Migration etc.

Dr. MIAO holds a Ph.D degree in Modern and Contemporary Chinese Studies from Beijing Normal University. She was also a visiting fellow at New York University and Harvard University, a post-doctoral fellow of the Hong Kong University of Science and Technology (HKUS), and a Lien Fellow at Nanyang Technological University (NTU), Singapore.
