The Sixth Plenum of the 19th Party Congress, which takes place from the 8th to the 11th November, has been touted as a landmark meeting by experts and media outlets alike. In particular, the Chinese leadership is expected to produce its third resolution on history since 1945 that will likely set a new course of the Party’s ideology in the coming years that will probably consolidate key initiatives already announced like Dual Circulation, Common Prosperity and decarbonisation.
Given the momentous nature of this meeting, the EU SME Centre and the European Union Chamber of Commerce are thus pleased to invite you to join our next Policy Meeting, where Mr David Kelly, Research Director at China Policy, and Mr Long Chen, Co-founder and Partner at Plenum, will provide their perspectives on the outcomes of the Sixth Plenum. The meeting will take place on Tuesday, 16th November 2021 from 14:30 to 16:00 (CST) at the Hilton Beijing Signature Ballroom A.

About the speakers
David kelly
Principal Associate at China Policy
David leads research at China Policy, with main responsibility for the geopolitics team. Over thirty years his work has ranged widely across issues affecting China’s economic, political, and social institutions. These threads combine in his current work on China’s strategic positioning, political risk and the external impact of domestic policy. David models policy risk with the aid of a three dimensional paradigm: legacy issues specific to Chinese history; ‘deep troubles’ that all policies seek to address, and China’s official belief system, which he in turn maps using a minimum set of ‘Seven Chinas’. His close engagement with academic and research institutions in China affords him access to the conversation on governance and reform among the government’s senior advisors.
David is a regular media commentator on Chinese affairs including for the BBC, the ABC, the Financial Times, The Economist, Al Jazeera, Sky News and Voice of America. He holds a PhD in Chinese Studies from the University of Sydney, has held a Fulbright Fellowship at the University of Chicago, and worked at Australian National University, University of New South Wales, the National University of Singapore and Peking University.

Long chen
co-founder and partner of Plenum
Chen Long is a co-founder and partner of Plenum, a research firm covering Chinese politics and economy. Chen previously worked as the China economist for Gavekal Dragonomics for six years. As a PBOC watcher, he writes extensively on China’s monetary policy, exchange rate policy, banking system and financial markets. He is quoted frequently by the Financial Times, Wall Street Journal, Reuters and Bloomberg, and also writes columns for the South China Morning Post and The Straits Times. A native Beijinger, he was educated at Peking University.

Mr. Verzella is an Italian-qualified lawyer currently serving as the responsible attorney for Nanjing
Office of D’Andrea & Partners Legal Consuel, based in Shanghai. He has more than five years of legal experience in Italy and China with particular focus on civil and labor law. He has cooperated to the drafting of the Practical Guide CLL – Labor Law in China with Mr. Carlo D’Andrea and other professionals of D’Andrea & Partners Legal Counsel, published in China with the cooperation of EU SME Center and in Italy with the cooperation of Class Editori. He has been entrusted by Wolters Kluver Italy for the realization of private trainings on Chinese labor laws and regulations (with particular focus on the procedures for dismissals) for the global HR managers of important Italian multinational companies (e.g. Dompe’ Pharmaceuticals).
