Since it was first mentioned during the Central Economic Work Conference at the end of 2023, “new quality productive forces”, or 新质生产力, has become the one buzzword embodying the leadership’s evolving thinking on the direction of China’s industrial policy. What are the departures – if any – from previous policy and strategy goals? How will this translate into concrete policy design and implementation at the central and local levels? What does the unleashing of the ‘new quality productive forces’ mean for foreign businesses in China?
