In the context of a Chinese economic landscape plagued by a variety of mid- to long-term challenges to its sustainable growth – including debt, the ageing of the population and weak consumption – the long-awaited Third Plenum of the 20th National Congress of the Communist Party of China is set to take place from 15 to 18 July 2024. The outcomes of the Plenum are set to set the direction of China’s economic agenda in the coming years.

The EU SME Centre and the European Chamber are thus pleased to invite stakeholders to join our next Policy Meeting, where Mr Long Chen, Co-founder and Partner at Plenum, and Ms Camille Boullenois, Associate Director at Rhodium Group, will provide their perspectives on the outcomes of the Third Plenum. The meeting will take place on Wednesday 24 July from 15:00 to 16:30 at the European Chamber Beijing offices.

About the speakers

Camille Boullenois
Camille Boullenois is an Associate Director with Rhodium Group’s China Projects team, where she works on the analysis of China’s economic system, industrial policy, and market reform.
Before joining Rhodium Group, Camille headed the Brussels office for Sinolytics, advising clients on market governance and data strategies, as well as the regulatory challenges arising from the Corporate Social Credit System. Previously, she worked as an analyst at China Policy and contributed to the EIU, Oxford Analytica, and the ECFR. Camille holds a PhD in international, political, and strategic studies from the Australian National University, where she wrote her dissertation on social mobility and entrepreneurship in the Chinese countryside.

Long Chen
Chen Long is a co-founder and partner of Plenum, a research firm covering Chinese politics and economy. Chen previously worked as the China economist for Gavekal Dragonomics for six years. As a PBOC watcher, he writes extensively on China’s monetary policy, exchange rate policy, banking system and financial markets. He is quoted frequently by the Financial Times, Wall Street Journal, Reuters and Bloomberg, and also writes columns for the South China Morning Post and The Straits Times. A native Beijinger, he was educated at Peking University.
